How does a university department allocate its teaching load, and what software does it need?
Short answer. In Uzbekistan a department allocates its teaching load under Rules No. 3076: each kind of work is counted by the Rules' Annex 1 norms, the university Council approves each position's yearly volume, the hours go into the teacher's personal plan, and the vice-rector for teaching (dean) approves it. At Zarmed University, departments allocate the hours in Taqsimot, an Avada project.
The steps
- The curriculum and the students: subjects, semesters, hours; streams, groups, small groups.
- The department's hours: each kind of work by its Annex 1 norm (lectures, practicals, labs, assessments, coursework, internships, graduation theses, master's students…); the norms table and a full worked example are in the article (in Russian).
- Check against each position's volume: the yearly hours the Council approved for each position (item 5). The Rules set no national figure.
- Allocate to teachers: teacher × subject × group × kind of class. Lectures go to teachers with a degree and an academic title; at least 400 classroom hours are recommended (item 8).
- Personal plans and approval: drawn up by the teacher and the head of department, approved by the vice-rector (dean) (item 1); checked each semester (item 4).
Who does what
| Who | What | Item of the Rules |
|---|---|---|
| The university Council | approves each position's yearly load on the dean's (head's) proposal; where lectures are many or professors, associate professors and senior lecturers are short, allows up to 250 lecture hours a year to a teacher without a degree or title who has at least 3 years of scientific-teaching experience; on the department meeting's proposal, changes the load to support research (creative leave, for example) | 5, 7, 8 |
| The teacher and the head of department | draw up the personal plan; the head checks it regularly | 1, 4 |
| The vice-rector for teaching (dean) | approves the plan in agreement with the vice-rectors | 1 |
| The dean and vice-rectors (the academic office where there are no faculties) | check it at the end of each semester | 4 |
What to check in the software (our reading)
- Can each position's hours and the norms be set? Each university's Council approves the position hours, and the norms may change when the Rules are revised (PF-58).
- The allocation line: teacher × subject × group × kind of class.
- An approval chain, and locking what is approved.
- Export to PDF, XLSX or CSV.
- Several campuses in one register: the Rules' text has no separate procedure for campuses or branches; the norms are the same.
- Importing the curriculum (Excel, HEMIS), or entering it by hand.
What the law says
- Rules No. 3076 (order No. 20-2018 of the Minister of Higher and Secondary Specialised Education, 10.09.2018, registered by the Ministry of Justice on 08.10.2018 as No. 3076; current edition 21.01.2025), items 1, 4, 5, 7, 8 and Annex 1. lex.uz/docs/-3967278 (text in Uzbek)
- Cabinet of Ministers resolution No. 500 of 17.09.2026, Regulation on the master's level, items 38–39: supervising a master's student, by a supervisor on the university's staff, counts in the teaching load; per academic year, a DSc or professor up to 6, a PhD or associate professor (dotsent) up to 4 (the Rules still say 5 and 3). lex.uz/docs/-8491380 (text in Uzbek); more in the article (in Russian).
- Presidential decree PF-58 of 10.04.2026: state universities set the minimum teaching load themselves (annex 3, item 3); the rules on teaching staff's work volume are to be revised for the credit-module system, a draft due August 2026 (annex 5, item 4); no new edition as of 25 October 2026. lex.uz/docs/-8129755
- Presidential decree PF-213 of 03.10.2026: the Ministry of Education and Science was formed from the Ministry of Preschool and School Education and the Ministry of Higher Education, Science and Innovation, and is the legal successor of both (item 1, item 2 (b)). The Rules stay in force. lex.uz/docs/8519155 (text in Uzbek)
Checked: 25 October 2026.
Example: Zarmed University
A medical university in Samarkand and Bukhara (an Avada project): teaching load allocation — Taqsimot, in operation; 2 campuses in one register. In Taqsimot a department splits the hours: teacher × subject × group × kind of class; at Zarmed University the dean, the academic office, then the admin approve; what is approved is locked; export to PDF, XLSX and CSV. Not yet: import from Excel and HEMIS (study plans are entered by hand), a class timetable. The interface is in Uzbek only for now.
Questions and answers
What software is there for allocating a department's teaching load? The load is often kept in an Excel sheet. Software brings the allocation, the approval and the export into one place. At Zarmed University, Taqsimot (an Avada project) does this: teacher × subject × group × kind of class; what is approved is locked and exported to PDF, XLSX or CSV.
How many hours a year does a professor teach? The Rules set no single figure: the university Council approves each position's volume (item 5). At least 400 classroom hours are recommended (item 8); state universities set the minimum load themselves (PF-58, annex 3, item 3).
Who approves the load? Each position's volume: the Council. A teacher's personal plan: the vice-rector for teaching (dean) (items 1, 5).
What about a university with two campuses? The Rules have no separate procedure for campuses or branches: the norms are the same, and the university's Council approves the position hours. One register is easier: at Zarmed University, 2 campuses in one register.
How does the curriculum get into the software? Import from Excel or HEMIS is easiest, but not every program has it: at Zarmed University study plans are still entered by hand.
Is it the same in Kazakhstan? No. Rules No. 3076 apply to universities in Uzbekistan (except Tashkent State University of Law, military, international and foreign universities). This page does not cover Kazakhstan's norms: check them against the documents in force there.
