Online exam platform for a university or learning centre in Uzbekistan: online or in the room?

Short answer. Interim tests and practice exams can run online (the acts we read do not forbid it); the final state attestation is held at the university or an enterprise, streamed with sound. Where the internet is unreliable, an exam can run offline on the room's network; Avada's demo has no offline app yet. Software may count the score, but a legally significant decision may not rest solely on AI. Avada's online exam system for Zarmed University is in operation.

Online, in the room or an offline app: a comparison

Question Online (student at home) In the room, over the internet In the room, offline app
Internet for the student and the server, for the whole exam a stable connection in the room not needed during the exam: questions sit on a server in the room, results go up when the connection is back
Identity check login and webcam; face recognition is biometric data a photo ID at the door, an invigilator; an entry code as in the room
Against cheating a question bank, random order, a time limit; a camera instead of an invigilator an invigilator, random order, the exam window cannot be left an invigilator; no outside internet in the room, so no searching either
Camera and recording webcam recording; auto-proctoring is mandatory in a distance-learning LMS (Cabinet resolution 559, point 10) a room camera; a sound-and-video stream is mandatory at the state attestation (Cabinet resolution 836, point 12) a room camera, as over the internet
Fits interim tests, practice tests, distance courses' work final exams, entrance and practice exams buildings where the internet drops, many sittings in one day
Risks the home setting is never fully visible; the student's internet drops the internet drops and the exam stops install the app and questions in advance; check the results went up
The law a distance student comes to the university in person for final exams (resolution 559, point 21) at a university not on the module system, the department sets the form of the final exam (regulation 3069, point 12) the acts we read do not tell offline and online exams apart; the in-room rules apply

The table is our reading; the brackets are the law, linked below.

Can it run without internet?

Yes, if the system has an offline mode. Usually the questions are loaded onto a server in the room, or onto the computers, before the exam; students answer over the local network; answers are saved on each computer and sent to the central system when the internet is back (our reading). Ask the developer: are answers lost in a power cut; how are two copies of a result merged; does the system record who sent what and when.

Cheating, cameras and identity checks

  1. Identity. In the room, a photo ID and a list; signing in with a personal code (the medical exam demo: "entry to the exam by a badge code"). Online, a login and a webcam.
  2. Questions. A question bank, random order for each student, a time limit; audio plays once.
  3. Who runs it. At a university not on the module system, the final exam is run and marked by a teacher who did not teach the course, and the one who taught it may not take part (regulation 3069, point 18); in medical universities, by a commission formed by the head of department (point 19).
  4. Cameras. The state attestation is streamed online with sound and the video is kept by the department for a year (resolution 836, annex 1, point 12). A distance-learning LMS must have auto-proctoring (resolution 559, annex, point 10). In a non-state learning centre giving supplementary education, since 1 July 2026 the teaching process must be recorded on video with sound and kept for at least a month, and a breach counts as gross (Cabinet resolution 88 of 25 February 2022, annex 6, point 9, sub-point «и¹»). The rule does not name exams; recording a practice test in a centre too is the safer course (our reading). For other university exams, the acts we read set no camera requirement.
  5. Where faces and video are stored. Face recognition is processing of biometric data: to identify a person, only with that person's consent (ZRU-547, article 26); biometric data is stored only in Uzbekistan (article 27¹, as worded by ZRU-1125). Where exam video and photos may be stored: see Personal data: the law for an educational institution's systems. For distance learning the server device must be located in the country (resolution 559, annex, point 8).
  6. Appeal. At a university not on the module system, a student who disagrees with a mark appeals within 24 hours and the commission decides within 2 days (regulation 3069, points 30–32); at the state attestation, within three working days, decided in one day (resolution 836, points 36–37). A system that keeps every answer, time and mark makes the appeal easy to show (our reading).

When software gives the score: what the law says

  • Artificial intelligence. Since 21 January 2026, article 7¹ of the Law on informatization: "When legally significant decisions touching a person's rights and freedoms are taken, one may not rely solely on the conclusions of information resources created only with artificial intelligence and of information systems working on artificial-intelligence technologies" (our translation).
  • The final decision is a human's. The Ethics Rules for AI-based solutions (in force since 17 June 2026): participants "must not accept decisions made by AI technologies and systems as the final decision" (point 6); all decisions must be under human control and reviewed by a human, "and the final decision must be taken by a human" (point 11; our translation).
  • Any automatic mark. Article 24 of the Law on personal data: a person has the right not to be subject to a decision with legal consequences based solely on automated processing of their personal data; the exceptions are written consent, a contract or the law; the operator must explain the procedure, allow an objection and reply in writing within ten days.
  • Who records the mark. In exams at a university not on the module system, the teacher records the mark in the journal and may also keep it in an electronic system (regulation 3069, point 35); at the state attestation the commission decides on the degree by open vote (resolution 836, point 29).

The law does not say "a teacher's signature". Read together, though: whether a test is marked automatically against a key or a written answer is marked by AI, a result with legal effect (pass or fail, being held back a year, a diploma) should be reviewed and confirmed by an examiner or a commission, and the student should have a way to object (our reading).

State exams and assessment: which act sets what

Point numbers in brackets. The conclusion in the last row and the advice under the table are our reading.

Exam Act What it says
Final state attestation Cabinet resolution 836 (2024), annex 1 at the university or at an enterprise (point 3); written, test or oral, and practical in medicine; the rector sets the form on the Council's decision and announces it six months ahead (point 18); open sessions (point 23); a sound-and-video stream, the recording kept a year by the department (point 12)
Interim and final exams (universities not on the module system) regulation 3069 (2018) the department sets the form of the final exam (point 12); in medicine an OSCE or an objective structured exam (point 14); the examiner did not teach the course (point 18)
State universities on the credit-module system Cabinet resolution 824 (2020), annex 1 written, oral, practical work, project, portfolio and tests (point 31); credits follow the syllabus's procedure (point 30); the registrar office runs final exams (point 33); it does not apply to non-state and foreign universities, to universities in the Ministry of Health and Ministry of Justice systems or to military ones (point 1)
Distance learning Cabinet resolution 559 (2022), annex auto-proctoring in the LMS (point 10); final exams each semester in person; attestation and defences only at the university (point 21)
University entrance and the national certificate Cabinet resolution 498 of 17 September 2026, regulation the Knowledge and Qualifications Assessment Agency organises and holds entrance exams and national-certificate exams (point 10); a university's or centre's own test does not replace them

For a non-state university. Annex 1 to resolution 824 does not apply to non-state universities (point 1, as worded by resolution 608 of 29 September 2025). The Regulation on higher education (order 99) is only advisory for them. Regulation 3069 does not exclude non-state universities, but it does not apply to universities whose study process is based on the module system (point 2); it does not define "module system", and the acts we read do not say whether a non-state university on the credit-module system counts. A non-state university is covered by resolution 836 (the state attestation; it does not exclude them) and, if it runs distance learning, by resolution 559 (it names non-state universities in annex points 15–16). So a non-state university is best served by writing its own assessment and exam rules into an internal regulation.

For a learning centre: the IELTS-format practice test

In an IELTS-format practice test, Reading, Listening and Writing run on a computer, with the timing and task types of the real exam. In the real IELTS on computer, Speaking is a face-to-face session with an examiner. Reading and Listening are marked against a key at once, and a teacher marks Writing and (where there is one) Speaking. The result is an estimated band and a list of weak points.

It is not an official IELTS result. IELTS is a registered trade mark jointly owned by the British Council, IDP IELTS and Cambridge University Press & Assessment; an official result is verified by its Test Report Form number in the IELTS Results Service. As the IELTS site says, even the official IELTS Trial Test's "scores are not official test scores, and can't be used for academic, immigration or work purposes". So in adverts and reports write "IELTS-format practice test" and "estimated result", never "IELTS certificate" (our reading).

Data of students under 18 and parents' consent are covered on Personal data. If you keep Speaking recordings, follow that page's rule on voice and face images.

The IELTS-format practice test card on the Demo page (#ielts) shows a practice test in the IELTS format, in the browser: "Reading and Listening are marked at once; the audio plays once"; "a report for each candidate by code: a parent opens it too, print or PDF". Not yet: the teacher's Writing marking screen in the demo. Avada is not affiliated with or endorsed by the owners of IELTS.

A detailed article on running an IELTS-format practice test on computers in a centre is in preparation.

Example: Zarmed University

A medical university in Samarkand and Bukhara, an Avada project, six systems on one base. Under "Before", the project page says: "Lessons, exams, teachers' scores, teaching load and assets lived in separate spreadsheets, folders and programs." The online exam system (Exam Center) is in operation.

What the Medical subject exam card on the Demo page shows: entry to the exam by a badge code; questions with a long written answer; four marked sample papers, with a mark for each question and the examiner's comment. Not yet: the offline kiosk in the demo, a ready question bank. Questions and answers

Can an exam run fully online? Interim tests and practice tests, yes: the acts we read do not forbid it. At a university not on the module system, the department sets the form of the final exam (regulation 3069, point 12). A distance student, though, comes to the university in person for final exams every semester, and the final state attestation and defences are held at the university in the traditional way, never at a distance (Cabinet resolution 559, annex, point 21; not applied to foreign students).

What happens if the internet drops? In an online system the exam stops or the student signs in again. In a system with an offline mode the questions are already on a server in the room, answers are saved locally and sent when the connection is back. Ask the developer to show that answers survive a power cut.

Is a camera mandatory at an exam? At the final state attestation, yes: it is streamed online with sound and the video is kept by the department for a year (Cabinet resolution 836, annex 1, point 12). A distance-learning LMS must have auto-proctoring (resolution 559, point 10). In a non-state learning centre, since 1 July 2026 the teaching process must be recorded on video with sound and kept for at least a month; the rule does not name exams (resolution 88, annex 6, point 9, sub-point «и¹»). For other university exams, the acts we read set no camera requirement. Where recordings may be stored: see Personal data.

Can software give the mark? It can count it; a legally significant decision may not rest solely on AI conclusions (Law on informatization, article 7¹), and under the Ethics Rules the final decision is a human's (point 11). Against any decision made solely by automated means the student may object and gets a written reply within ten days (ZRU-547, article 24). The law names no "teacher's signature"; that an examiner or commission confirms the mark is our reading.

Is an IELTS-format practice test result official? No. IELTS is a trade mark of the British Council, IDP IELTS and Cambridge University Press & Assessment; an official result is verified by its Test Report Form. Even official Trial Test scores are not official scores. A centre's result is an estimated band and weak points; call it that.

Can identity be checked by face? Yes, but that is biometric data: identifying a person needs their consent (ZRU-547, article 26), and the data may be stored only in Uzbekistan (article 27¹, as worded by ZRU-1125). More on Personal data.
