Who can build an LMS integrated with HEMIS for a university in Uzbekistan, and how does it work?

Short answer. A HEMIS-integrated LMS, Moodle-based or custom, is built by the university or by a contracted developer, and linked to HEMIS on ministry requirements. The law requires universities whose other software manages education processes to integrate that software with HEMIS; no act names an LMS. Example: Zarmed University's LMS is an Avada project; a student is confirmed once through HEMIS.

Who keeps what

HEMIS is the ministry's “Higher education process management” information system, not the university's own software. Since October 2026 that ministry is the Ministry of Education and Science: it was formed on the basis of the Ministry of Higher Education, Science and Innovation and the Ministry of Preschool and School Education, and is the legal successor of both (PF-213). In 2024 the ministry announced it was drafting the rules for using it. A student signs in to HEMIS with a login and password issued by their university (on some universities' portals, also through OneID). The HEMIS Mobile app offers an enrolment certificate, attendance, the timetable, grades by subject, the transcript (academic record), the diploma and its supplement, and the schedules of final and other assessments. We (Avada) did not build HEMIS and do not speak for it: this page gathers what open sources say.

HEMIS (the ministry's system), per open sources The LMS (the university's own), our reading
Who the student is the official record, group, faculty, mode of study the student's own LMS account, confirmed through HEMIS, with its own password
Teaching attendance, grade sheets, the record book, group journals, class and exam timetables no official records: they stay in HEMIS
Learning material subject e-resources and assignments (the HEMIS Telegram bot), test exams a structured lesson: text, images, video, a clinical case, exercises
Results official grades and documents (certificate, transcript, diploma) self-checks, exercises, progress
Teachers' work load, research and administrative work editing a lesson, review by the department

The right column is our reading, not the acts' words: no act names an LMS. HEMIS also has subject e-resources, assignments and tests. A university builds an LMS for something else: content that takes a student through a lesson step by step, with images and clinical cases, reviewed by the department, and practice (our reading).

The steps

  1. Write down the data you need. Usually: knowing the student at sign-in, and their group, faculty and language of study. Official grades stay in HEMIS.
  2. Settle the terms of access. There is no public documentation: the HEMIS API description is closed (25 October 2026); integration is done on “the requirements set by the Ministry” (our translation; PQ-60, point 6). Settle the terms with the ministry and its single integrator (PF-58, annex 2, point 5).
  3. Design the sign-in. One way: at first sign-in the student is confirmed once through HEMIS, then signs in to the LMS with their own password, so lessons do not stop when HEMIS is briefly unavailable (our reading).
  4. Protect personal data. The LMS should never keep the student's HEMIS password. Best: the student confirms on HEMIS's own page and the LMS never sees the password. Where that is not available, the LMS passes the password to HEMIS once and keeps neither the password nor the token HEMIS returns (our reading).
  5. Agree who maintains it: updates, backups, changes when HEMIS changes.

What the law says

For a university with other software managing its education processes, integrating that system with HEMIS is mandatory (PQ-60, point 6); whether an LMS counts as such software, the acts do not say.

  • Presidential resolution PQ-60 of 24 December 2021, point 6. The system is introduced in stages, fully covering students admitted from the 2021/2022 academic year; its parts are teaching-process, research, administrative and finance management, and education-quality control. For higher-education institutions with other software for managing education processes, integrating their system with it on “the requirements set by the Ministry” (our translation) is mandatory. State universities may contract directly with organisations in the ministry's system to introduce and service the system. lex.uz/docs/-5793261 (official text in Uzbek and Russian)
  • Cabinet of Ministers resolution No. 403 of 30 June 2025, point 3 (a) and (g). From 1 August 2025, a private university registers its admission order in HEMIS no later than 1 October of the new academic year; a private educational organisation must have an information system managing its teaching, research and administrative processes and controlling education quality, and a private vocational or higher-education organisation must integrate it with HEMIS. lex.uz/docs/-7609624 (official text in Uzbek)
  • Regulation on higher education (ministry order No. 99 of 10 March 2026, registered by the Ministry of Justice on 3 April 2026 as No. 3807), point 31: teaching students is regulated and monitored through the higher education process management information system. For non-state universities its rules are advisory (preamble). lex.uz/uz/docs/-8117474 (official text in Uzbek)
  • Presidential decree PF-58 of 10 April 2026, annex 2, point 5. The ministry's Digital Education … Centre is the single integrator for building information systems in higher, vocational and secondary specialised education; (b): HEMIS is one of the head information systems of the single integrated digital ecosystem; (v): the ministry, its organisations and educational organisations may contract with the centre directly for software development and technical support. lex.uz/uz/docs/-8129755 (annex 2: official text in Uzbek)
  • Law No. ZRU-547 of 2 July 2019 on personal data, article 27¹ (as worded by Law No. ZRU-1125 of 26 March 2026): which data must stay in Uzbekistan, and the conditions for storing the rest abroad. lex.uz/docs/-4396419 (official text in Uzbek; lex.uz's English translation does not yet show this wording)
  • Presidential decree PF-213 of 3 October 2026, points 1 and 2. The Ministry of Education and Science was formed on the basis of the Ministry of Preschool and School Education and the Ministry of Higher Education, Science and Innovation, and is the legal successor of both. lex.uz/docs/8519155 (official text in Uzbek)

“The Ministry” in the acts above is the Ministry of Higher Education, Science and Innovation; since PF-213 its legal successor is the Ministry of Education and Science (the acts' texts not amended as of 25 October 2026).

Moodle or your own LMS

Who builds it. There are three routes: the university's own team (often on Moodle), a developer under contract, or the ministry's Digital Education … Centre (PF-58 lets it contract directly with educational organisations).

Moodle is open-source software under the GNU GPL, translated into more than 100 languages, with many plugins; installing it on your own server, running it and connecting it to HEMIS remain the university's job. Your own LMS is built around the university's structure and the shape of its textbooks, but building and maintaining it must be set in a contract: who owns the code and the data, who updates it. In both cases the HEMIS integration is separate work. The choice is whichever fits your teaching and your team.

What a medical university needs on top (our reading, not an official requirement)

Clinical content: images, clinical cases, guides to practical skills; a source for every statement; review of a lesson by the department before it is published; and, where the university teaches in several languages, each lesson in each language of study.

Example: Zarmed University

A medical university in Samarkand and Bukhara: two campuses, six systems on one base, an Avada project. A student is confirmed once through HEMIS, then signs in to the LMS with their own password; later sign-ins never ask HEMIS again. The LMS reads the student's name, group, faculty and language of study from HEMIS and sends nothing back: no marks, no attendance. It does not keep the HEMIS password. 2 400+ lessons in the LMS. Status: the LMS is rolling out.

Questions and answers

Can our LMS use HEMIS logins? Yes, where the integration is agreed on the ministry's requirements. The ministry's system has a single integrator for information systems, its Digital Education … Centre (PF-58, annex 2, point 5). At Zarmed University a student is confirmed once through HEMIS, then signs in to the LMS with their own password.

Is integrating with HEMIS mandatory? PQ-60 (point 6) makes it mandatory for institutions with other software managing education processes, and resolution No. 403 (point 3 (g)) requires private universities to integrate their information system with HEMIS. Whether an LMS counts as such a system, the acts do not say: confirm your own case with the ministry.

Does an LMS replace HEMIS? No. Teaching is regulated and monitored through HEMIS (point 31 of the Regulation). HEMIS also has subject e-resources, assignments and tests; the LMS is for structured lessons and practice.

Is the HEMIS API documented in public? There is none in public: the API description is closed (25 October 2026). The terms are the ministry's.

Does Moodle work with HEMIS? Moodle and your own LMS can both be connected to HEMIS; in both cases it is work done separately. We found no official ready-made Moodle plugin in open sources.

Where must students' data be stored? Under article 27¹ of ZRU-547 (as worded by ZRU-1125 of 26 March 2026, in force since 27 March 2026), biometric and genetic data, and the data of people who use telecom operators' services in Uzbekistan, must be stored in Uzbekistan. Other personal data may be stored and processed abroad if one of the article's three conditions is met: the country is recognised as protecting personal data to the same level; the operator follows standard contractual terms or binding corporate rules meeting the authorised body's requirements; or the operator complies with international standards on the authorised body's list. Article 26 of the law calls data describing a person's anatomical and physiological features biometric; in our reading, recognising a student by face falls under it.
